Economic Policy in the Euro Area pursues the objectives of achieving solid economic growth, a better performance of labor markets and restoring sound public finances in the context of a single monetary policy which aims at maintaining price stability. This 2005 OECD Economic Survey of the Euro Area systematically reviews economic developments and makes policy recommendations, focusing on growth performance and resilience.
Mr. van den Noord will focus on the several key aspects of the Euro Area during his presentation. High structural unemployment and low labor market participation of older workers have remained the hallmark of the Euro Area economy. In a context of population ageing, long-term fiscal sustainability is far from assured in a number of countries. The Area is also lagging in innovation while opportunities for efficiency gains via the integration of services markets are being left unexploited.
Paul van den Noord joined the Economics Department of the OECD in 1989 where he is currently responsible for the General Assessment of the Macroeconomic Situation incorporated in the bi-annual Economic Outlook. Prior to his present job he has covered a range of OECD Members in the framework of the OECD Economic Surveys, including Australia, Belgium, Germany, the Netherlands, Norway, Finland, Ireland, the United Kingdom and the Euro Area. Before joining the OECD, Mr. van den Noord worked as a lecturer in macroeconomics at the University of Amsterdam and as a consultant. He developed a broad expertise in public finance issues, including fiscal policy and taxation policy on which he has extensively published. Mr. van den Noord holds a PhD in macroeconomics of the University of Amsterdam.
Blair Comley is the Minister (Economic) in the Australian Delegation to the OECD and is the vice-Chair of the Economic and Development Review Committee. Mr. Comley represents Australia at the OECD on issues ranging from macroeconomic policy, tax policy, competition policy and international investment policy. Mr. Comley has held a number of senior positions in the Australian Treasury portfolio including as Acting Chief Executive Officer of the Australian Office of Financial Management (responsible for managing the Australian Government debt portfolio), General Manager of the Debt Management Review Team, General Manager of the Macroeconomic Policy Division and General Manager of the Indirect Tax Division. Before joining the Treasury in 1994, Mr. Comley worked in the Industry Commission and was a Lecturer in the Department of Economics at Monash University. He holds a Bachelor of Economics (Honours) and a Master of Economics from Monash University and a Graduate Diploma in Legal Studies from the Australian National University.
