OECD Reviews of Agricultural Policies: China presents a comprehensive overview and assessment of China's agricultural policies combined with OECD estimates of the level of support provided to the Chinese farm sector. It also examines the likely impacts on China of policy reforms that might be undertaken either in China or in other countries.
In his presentation, Mr. Kwiecinski outlined: the main agricultural policy trends in China over the last 15 years; the OECD's Producer Support Estimate (PSE) for China; the main challenges for China's agriculture; and OECD's policy recommendations for China.
Ken Ash Deputy Director, Directorate for Food, Agriculture and Fisheries, Organisation for Economic Co-operation and Development, Paris, joined the OECD in April 1999, after having acted as the Director General, Economic and Policy Analysis at Agriculture and Agri-food Canada. His early work experience was in the private sector, and he has worked at various levels of government, in the agriculture and food policy area, since 1978. Mr. Ash has Bachelor of Commerce and Master of Business Administration degrees.
Andrezej Kwiecinski joined OECD in 1995. Currently he is a Senior Analyst in the Division for Agricultural Policies in Non-Member Economies of the OECD's Directorate for Food, Agriculture and Fisheries. His research and policy advice concentrates on agriculture's restructuring and agricultural policy reform in the transition process from the centrally planned to a market-oriented economy. He has been the main author and the leader of teams preparing OECD reviews of agricultural policies in China, Romania, Russia and Estonia and contributed substantially to the reviews on Ukraine and Poland.
