Mr. Tangermann’s presentation reviewed the extent to which OECD countries have been successful in reducing the trade distorting impact of some current farm policies, in particular by breaking the link between support provided by governments and current production decisions made by farmers. Looking ahead, the importance of not just going further in this direction, but of also targeting any public support to specific policy objectives and clearly defined beneficiaries will be discussed.
Stefan Tangermann is Director of the Directorate for Food Agriculture and Fisheries at the OECD. Mr Tangermann has acted as a professor of economics and agricultural economics for twenty-five years. His academic work has concentrated, among others, on the need and options for reforming agricultural policies in OECD countries, and on strengthening the rules for agricultural trade. Having previously taught at the University of Frankfurt/Main, Mr Tangermann has been professor of agricultural economics at the University of Göttingen since 1980. In addition, Mr Tangermann has been a member of the Scientific Advisory Council of the Federal Ministry of Consumer Protection, Food and Agriculture in Germany since 1976. From 1994 to 2000, Mr Tangermann was a member of the Science Council of Germany, a high-level body appointed by the President of the Federal Republic, where he also served as chairman of the Scientific Committee and of several working groups. Mr Tangermann has written extensively. He holds a Doctorate in Economics from the University of Göttingen.
Jean-Marc Trarieux has been the Agricultural Attaché (First Secretary) at the Delegation of the European Commission to the US since November 2003. He is in charge of agricultural policy and agricultural trade matters. Prior to his current position, he served at the European Commission Delegation in Warsaw, Poland, where he was supervising EU accession assistance programs in agriculture, and worked in Latvia and Estonia on EU-funded assistance projects in agriculture. From late-1995 to early-1997, Mr. Trarieux worked in The Hague, The Netherlands, as assistant to the French Agricultural Attaché. Mr. Trarieux has a Postgraduate degree in Agricultural Economics from the University of Montpellier, France, and an Agronomist Engineer diploma from the Montpellier-based Agricultural College.
