The quest for shared growth and prosperity is the principal task of the OECD. Today the OECD counts 30 countries as its membership and a growing number of countries are clamoring to join. With decision-makers across the globe, in government, business and society in general facing a raft of long-term economic and social challenges over the coming decade, the role of the OECD is evolving to reach out to non-member nations in an effort to promote their prosperity and growth. With a dynamic model that has helped achieve strong market economies and democratic governments for its Members, the OECD stands poised to become a world catalyst for attaining the highest sustainable economic growth, representing one of the most critical imperatives of our time.

Ambassador Constance A. Morella was appointed to serve as United States Permanent Representative to the Organization for Economic Cooperation and Development (OECD) in 2003. She is the first United States Ambassador to the OECD ever to have served in the United States Congress.
From 1987 until January 2003, Ambassador Morella represented Maryland’s 8th Congressional District in the U.S. House of Representatives. Ambassador Morella was elected to the Maryland General Assembly in 1978 and became the first woman member of the Assembly ever elected to the U.S. Congress.  During her sixteen years in the House of Representatives, Ambassador Morella was a leader in efforts to promote economic growth through science and technology, serving as a member of the House Committee on Science and chairing the Subcommittee on Technology. A strong supporter of economic growth through free trade, Ambassador Morella was in the forefront in the Congress on matters of trade and foreign policy. She advocated liberalized trade rules and heightened international engagement.

Ambassador Alan Larson, currently a Senior Adviser at Covington & Burling, has been economic counselor to five Secretaries of State since joining the Department of State in 1973. Most recently, Mr. Larson, a non-lawyer, served as Under Secretary of State for Economic, Business, and Agricultural Affairs and was the first Foreign Service Officer to serve in this position. In that role, he directed global economic policy in the areas of trade, finance, telecommunications, transportation, and energy sanctions on behalf of Secretaries Colin Powell and Madeleine Albright. In addition to his role at Covington, Mr. Larson is a Strategic Advisor and Director at the World Economic Forum and a Distinguished Fellow at the Council on Competitiveness.  Mr. Larson is a member of the Board of Directors of the U.S. chapter of Transparency International.
Mr. Larson has three degrees from the University of Iowa, a B.A. in political science, an M.A. in economics, and a Ph.D in economics. He is a recipient of the University of Iowa Distinguished Alumnus Award (2003) and is a Career Ambassador in the U.S. Foreign Service.
