The OECD recently released a report detailing the main lessons learned from work on agricultural and environmental policy issues, that identifies the main emerging issues and challenges in order to assist in designing and implementing effective policies. This analysis takes into consideration the wide-range of agri-environmental conditions and policies from across the OECD. Over the past decade, the OECD’s work has provided a solid foundation for policy analysis by highlighting the complex linkages between agri-environmental and agricultural policies on the one hand, and environmental outcomes on the other. These analyses show that there is no general “one-size-fits-all” policy formula for dealing with environmental concerns.
During this presentation, Mr. Legg will focus on Agriculture and the Environment: Lessons Learned from a Decade of OECD Work. He will discuss the main policy lessons learned, and what measures across the OECD seem to promote environmental improvements. Ms. Weinberg will comment on the experience of the United States adopting policies to address the agri-environmental issues facing the US, and on the potential efficiency and effectiveness of alternative policy designs.
Wilfrid Legg is Head of the Policies and Environment Division in the OECD Agriculture Directorate, where he has been since 1981, after working as a research fellow in Sussex University where he co-authored New Limits on European Agriculture (1985). His main areas of expertise are in agricultural and environmental policy analysis; sustainable agriculture; and in measuring and evaluating agricultural policy developments, using the internationally recognised measures of support to agriculture (the Producer and Consumer Support Estimates) that he helped develop. He was educated at the Universities of London, Leicester and Reading. Mr. Legg has published many articles and made presentations on issues related to agricultural policy reform and on sustainable agriculture. He is a member of the advisory board of EuroChoices magazines, which deal with agriculture, food and resource issues in North America and Europe respectively. He was President of the Agricultural Economics Society for the year 2003-2004.
Marca Weinberg is Chief of the Resource, Environmental and Science Policy Branch US Department of Agriculture. Branch activities focus on estimating costs, benefits and distributional implications of policy design options for addressing the environmental impacts of agricultural production, and of the non-commodity services agriculture provides. The policy perspective for this research includes conservation programs authorized in Federal Farm legislation, such as the Conservation and Wetlands Reserve Programs, the Environmental Quality Incentives Program, and Conservation Compliance, as well as Federal environmental legislation, such as the Clean Water Act, with potential implications for agricultural production. Current projects include analysis of conservation programs for working farm lands, multi-media aspects of animal waste, analysis of global agricultural trade and environment linkages, linkages between land use change and the environment, and multi-objective decision making in an agri-environmental context. and expertise also include western water issues, the economic implications of the Federal Endangered Species Act as applied to species dependent on riverine ecosystems, and spatial land use issues, particularly as applied to wetlands management
