Event Description:

Traffic accidents are the single greatest killer of those aged 15-24 in the OECD, accounting for over 10,000 deaths in that age group every year in the United States alone.  In many countries, about 20-30% of fatal crashes involve a young driver.  About 24% of all drivers killed in the US are under 25. And, for every 10 young drivers killed, nearly 13 other people likely die in the same crashes.  Therefore, young drivers pose a greater risk than other drivers to themselves, their passengers, and other road users. 

These high levels of young driver risk result from inexperience and age, with fatality levels particularly pronounced for young men.  No “silver bullet” can address these problems, so the goal of reducing the number of accidents involving young drivers must be pursued through a combination of countermeasures in the licensing process, training methods, enforcement, education and technology. 

At this presentation, Mr. Stacey will discuss the recently published report Young Drivers: the Road to Safety, including the relative levels of risk in the US, and how governments can act to address this problem.

Biography:

Over the past 2 years, Colin Stacey has worked with an international group of experts in young driver safety, examining to the scope of the problem, its causes, and best practices in resolving it

Brian M. McLaughlin was selected as Senior Associate Administrator for Traffic Injury Control at the National Highway Traffic Safety Administration (NHTSA), in May 2003.  He has twenty-five years experience in highway safety programs involving passenger cars and commercial motor vehicles.  In 1995, Mr. McLaughlin joined the Federal Highway Administration to assume responsibility for the national Commercial Drivers’ License (CDL) program.  He subsequently served as the chief of the Motor Carrier Safety Assistance Program (MCSAP) that provides formula grants to States to conduct commercial motor vehicle safety inspection and regulatory compliance programs.   Mr. McLaughlin received a B.A. in Political Science from Stonehill College, an M.P.A. from Rutgers University, and a J.D. from the George Mason University School of Law.
